FOR IMMEDIATE RELEASE 02/24/00

Rail Passenger Group Praises Midwest Rail Proposal

(Cedar Rapids, Iowa)ö-The president of the Iowa Association of Railroad
Passengers says his group is praising the new Midwest Regional Rail System
report released earlier this week (Tuesday).

Henry C. Wulff of Urbandale says, "This plan for a nine-state passenger
rail system addresses the future needs of Iowans and our Midwestern
neighbors."

Wulff continued, "This plan will provide a major enhancement to the
transportation network Iowans and those traveling to Iowa will need in the
future."

Iowa, along with eight other Midwestern states, Amtrak and the Federal
Railroad Administration have been working on details of a viable passenger
rail system to serve the Midwest. In Iowa, the system would provide for a
passenger train through Iowa along the Davenport, Iowa City, Grinnell,
Newton, Des Moines, Atlantic and Council Bluffs route of the Iowa
Interstate Railroad.

Wulff went on to say, "Iowa needs a balanced transportation system to
respond to its future needs. The proposed Midwestern Regional Rail System,
along with other commuter rail systems and long-haul passenger trains, will
provide the key parts of the multi-mode system which will help Iowa's future."

"I am pleased to see Iowa Department of Transportation Director Mark Wandro
has called this system 'feasible' and that Wandro supports the plan."

The Iowa Association of Railroad Passengers is a statewide, non-profit
citizens' organization which supports rail passenger service--both
commercial and tourist service. IARP supports a solid rail infrastructure,
quality freight service by rail and intermodal. The group was formed in
1981 to strengthen the voice of the rail user in Iowa. The group meets at
various locations throughout the state.

The organization is affiliated with the National Association of Railroad
Passengers in Washington, D.C.
